    Explanation:

    mRNA needs to find a ribosome in order for translation to happen. But, if RNA goes to the cytoplasm without being properly marked it would be scrapped out of the cell. The cap and the poly-A tail prevent this process from happening and allows the mRNA to get to the ribosomes.
