Santa Barbara oil spill event was most responsible for the U. S. Congress's passing the National Environmental Protection Act of 1969.

    Explanation:

Santa Barbara oil spill occurred in the year 1969 which was considered to be the largest oil spill. About 80,000 to a lakh barrels of crude oil was spilled in Santa Barbara causing a phenomenal pollution in the ocean.

The people became outrageous and that's when the NEPA (National Environmental Protection Act) was formed in 1969. The NEPA was formed by President Nixon to create an awareness among the public and to protect the environment.

This act was introduced to follow proper policy management and to facilitate the public involvement too. For any new project to be established they have to get the approval from the NEPA.
