    The statement is false.

    In the process of transferring charge to an object, the charged object does not require to be touched by the transferring object. the best example situation is the charge of the raincloud to the ground. The raincloud doesn't touch the ground for to charge, it uses lightning through the atmosphere to charge the ground.
