    The epidermis consists of 5 layers. The basal/germinal layer is one of the layers and it is also known as the stratum basale/germinativum. The basal cells in the skin proliferate and continually divide thereby producing more skin cells. The new skin cells produced pushes the older ones up till it gets to the surface where they are eventually cast off.
