Chlorophyll is written over the arrow because it is used to trap sunlight due to the choloplasts. It is above sunlight to show that without it the plant cannot trap sunlight and therefore with the other factors such as Carbon dioxide and water prsent but no sunlight hence the plant cannot photosynthesize.
