The tissue paper will stick to the balloon because the tissue paper is negatively charged. The tissue paper will stick to the balloon because the tissue paper is positively charged.     I'm pretty sure it would stick, because the balloon is mainly negatively charged, while the tissue paper is mainly positively charged.
