    The correct answer is - C. 2-4 mm.

    The sea levels have been constantly rising in the past 100 years. The reason for the rising is the global warming which is melting the polar ice caps and the glaciers.

    The rise of the sea has been constantly increasing too, with the average for most of the 20th century being around 1.7 mm per year, but since 1993, the rise has been almost doubled. Since 1993 until the present, the sea levels have an average of 3.2 mm per year. That means that Tom would have been observing sea level rise of 2 to 4 mm per year, depending on the year of course.
