The answer should be A, make food.

A lot of chloroplasts are found in leaves because that is the location where photosynthesis occurs, the process that a plant makes food (glucose) for themselves by using sunlight, carbon dioxide from the atmosphere, and water.

On the other hand, plants usually store food in places such as seeds or underground stems.

Transport should mainly occur in the stem, where there's xylem and phloem. Xylem is for transporting water and mineral ions while phloem is for transporting amino acids or food the plant made from photosynthesis.

Last but not least, nutrients are usually absorbed from the root, by the root hair cells. They absorb water and mineral ions from the soil and are transported to the leaves or anywhere else needed.
