    The answer is Earth's crust was formed after water filled the basins.

    There is a flaw in this statement because the earth’s crust is the top-most layer of the earth that occurs across the whole of the earth. Actually, the reverse happens, the oceans sit on top earth’s crust therefore cannot be formed after water filled the basins.
