solid organic waste can be decomposed in the drains in some time, also, solid organic waste is generally not hard (i. e. most of it is "moist" solid)

while polyethene is non biodegradable hence it chokes the drains completely, permanently.

moreover, the microplastics keep dissolving in the water.

Polythene material are recalcitrant to biodegradation while organic waste get denatured easily by actions of microorganisms

    Explanation:

Microorganisms destroy organic waste easily by finding it easily to release the carbon, hydrogen and other essential elemental components of the waste into their body mass, due to the presence of hydrolytic enzymes specific for the biodegradable organic waste. Whereas, polythene is composed of tighly held carbon, hydrogen and other elements which cannot be easily degraded by microorganisms, so it is more dangerous to have drains been blocked by polythene than organic waste as the later will be disintegrated within days.
