    Explanation:

    When an infrastructure is built it allows more vehicle to go through it. It proves to be useful only for some time just after the construction. However, in long run it again proves to be inefficient as efficient traffic management require efficient traffic planning and not construction of more infrastructure.

    Also addition of infrastructure, increases the vehicular population thereby adding more vehicles to already existing mismanaged traffic.

    Hence, option B is the right answer
