With the nares open, the frog contracts muscles in the floor of its mouth to drop the floor of the mouth down. This enlarges the buccal cavity. Since the area is larger, the pressure inside the mouth drops. Air rushes through the nares into the buccal cavity equalizing the pressure inside and outside the frog.
