Food and water
Explanation:
Food and water are the only thing that somebody needs to survive. Although, some people might want shelter, it is not a nessecity for you to survive. Many people today are homeless because they spend money on things they don't need such as, clothes, electronics, etc. It is important to have the things nessecary for you to live, rather than incentives.
