    Technically speaking, the coolest layer of the Earth is the crust. The crust is the layer which we live on and is exposed to the cool temperatures that allow us to live. Temperatures on the surface sit at around a comfortable 18 degrees Celsius. (59 degrees Fahrenheit.)
