Air pressure is a key factor in determining the weather conditions of a place. The air gets heated by the heat from the surface of the Earth. This hot air rises upwards and creates a region of low pressure below. The quickly rising air then condenses to form clouds which may or may not get precipitated. Hence regions with low air pressure experience cloudy day or rain showers.

When the air stays cold and doesn't rise up, it creates a region of high pressure. There's no cloud formation occurring in a high air pressure region leading to a nice sunny day.

The air balloon contains air. The change in air pressure can lead to the shrinking or expansion of the balloon. When the air pressure is low, the balloon expands. When the air pressure is high, the balloon shrinks. Thus one can predict weather just by using an air balloon.
