Quaternary level of consumer has the smallest supply of energy. The web chain starts from the producers upto the different levels of consumers. The longer the chain is, the lesser the amount of energy that a consumer can receive. Quaternary consumers receive the least energy because it is the farthest of them all from the direct source - the autotrophs. It is because of the chemical processes in the digestion of each consumers leading to the decrease of energy left when the quaternary consumer will eat the tertiary consumer.
