Depending on what happens, they could move faster, slower, or remain the same. If it becomes warmer, the energy is transferred to the water molecules that absorb the energy and thus move faster, creating friction. If the air around the molecules becomes cooler, then the energy from the water is absorbed by the surrounding air until they are the same temperature. Due to the lack of energy, the molecules move slower and produce less friction.
