The most widely accepted theory for the formation of fossil fuel is that fossil fuel was formed over time from decaying organic matter.

Organisms died and were buried in the ground millions of years ago. Subjected to the high temperature and high pressure under the surface of the earth, the carbonaceous compounds within the organisms were transformed into different forms of fossil fuel such as coal and oil.
