The question that cannot be investigated with a scientific investigation is, "Are people who drink tea happier than people who don't drink tea?"

This cannot be tested with a scientific investigation because:

Many other factors determine the level of happiness in a person. The conditions (background, age, feelings about tea, etc) would have to be the same for each person, which isn't realistic. Happiness is hard to calculate "Happiness" means different things to different people

This is what's known as a pseudo-hypothesis which is a hypothesis that appears to be scientific but lacks the factors to be scientifically tested.
