    C. cuticle and stomata

    Explanation:

The waxy substance secreted by the epidermal cells of leaves is called cuticle. The cuticle form protective covering of the epidermal layer. It minimizes water loss during transpiration and protects plants from pathogens. Stomata are pores present in the epidermal layer of the plants. Stomata are composed of two kidney shaped cells called guard cells which control opening and closing of the pore. Thus, it regulates the water content of the plants.
