Why has the united states not signed the kyoto protocol

In July 1997, the Senate unanimously passed a resolution (S. Res. 98) stating that it would not ratify any global climate treaty that would seriously harm the U. S. economy or that failed to require developing countries to reduce their emissions within the same time frame as the developed countries.
