When should vaccinations be given? As a precaution or when there is evidence of an outbreak

    The answer to this can go both ways, but you most likely want to get a vaccination as a precaution, the reason behind this is if you now just hear of the outbreak and go to get a vaccine it could either A be too late or B the vaccine is gone.
