The apical meristerm consists of that which is for root growth and the portion which relates to this question in that it relates to shoot growth. As Eliza will have clipped off the top portion of the plant, the apical meristerm mentioned here, will now promote new growth of shoots, leaves and eventually flowers.

At the top of plant shoots or roots of plants is an organism called meristem. This organism produces auxin, which causes the shoot or root to grow. This shows that by pinching off the tops of the plants, it makes them grow more.
