Which is more effective in removing dirt or germs and why. Hand soap or Hand Sanitizer?

Hand soap really can remove the dirt off your hands. Lets say your where outside and you wanted to come and you wash your hands, well you use hand soap and when your washing your hands you see the dirty water coming off. This is caused by the hand soap not the hand sanitizer
