The need to pump glucose into the cell arises due to the lower concentration of glucose within the cell as compared to outside the cell.

Because, glucose can not be moved into cell through diffusion process. Movement of glucose into the cell is an active transport that needs energy due to the fact that the movement of glucose molecule is against the existing concentration gradients.
