    It is most likely Vulval herpes.

    It is infection caused by Herpes simplex type I or type II. Herpes is manifested with vesicles that are aggregated and filled with clear fluid. These vesicles later rupture and thus form ulcers. Symptoms include pain, burning, or itching.
