The re-radiated light from the earth's surface has a higher wavelength (and lower frequency) compared to the light hitting the earth's surface from the sun. This is because the re-radiated light is usually in the infrared spectrum (which has lower energy) while that striking the earth is majorly visible and UV light (which has higher energy in comparison).
