    Lack of water may prevent construction of a geothermal energy facility in a particular area because water is used as steam to turn turbines.

    These turbines are turned by the power of water and in turn they produce geothermal energy in these facilities. Without water, these operations wouldn't be able to occur. The saltiness of water, as well as mineral wastes dissolution, and the lack of heat of turbines don't really fit here as an answer.
