    September 11 bombing is really a surprise terrorist attack to America. People even now still can't move on to this incident which cause the life of thousands of people in that area. The answer to your question the first statement, "The attack were unexpected by the American Public", in that day, no one would even think an airplane would crash on purpose a plane not just on but two planes in a two great towers in America
