Ph value 7.1 is a base.
Ph values less than 7 is an acid, and greater than 7 is a base. Exactly 7 is neutral, and pure water is neutral, for example.

I think it would be a base cause 7 exactly is neutral. I hope i didnt give you the wrong answer, let me know if it was right or wrong
