The cost-benefit analysis (CBA) is an systematic approach to calculating and comparing benefits and costs of a decision, policy (with particular regard to government policy) or (in general) project.

An important part of a cost-benefit analysis is identifying economic consequences. The most convenient common unit with which the positive and negative aspect of the project are expressed is money. So, the consequences from the project are expressed in money gain or money loss.
