pOH measures the concentration of Hydroxide ions.
Explanation:
The pOH content of bases is higher because they contain more Hydroxide ions compared to acids which contain more Hydronium or Hydrogen ions.
pH measures Hydronium or Hydrogen content, whereas pOH measures Hydroxide content.
