Uranus has an icy layer over its solid rock core, and covered with a gaseous atmosphere. Neptune has a water-ammonia ocean for a mantle overlying its rocky core. The metallic hydrogen layers in Jupiter and Saturn conduct electricity.

The answer is Neptune because the only planets that are made of gas are Jupiter, Saturn, Uranus, and Neptune, and the only planets of those that are made of ice are Uranus and Neptune. Out of those two, I got Neptune because Uranus's core is made up of icy materials and Neptune's core is made up of iron and other metals. So the answer is Neptune, the eighth planet from the sun.
