    The hypothesis approach is considered of importance, since it is closely linked to the problem statement, the theoretical framework, as well as the methodological process to follow. That account is that for a hypothesis to be worthy of being taken into account for the investigation, it must meet certain requirements:

    - Hypotheses must refer to a real social situation.

    - The terms of the hypothesis and the relationship raised between them, must be observable and measurable, that is, have references in reality.

    - Hypotheses must be related to available techniques to test them.

    It follows that the hypothesis that will guide all research work will be the following:

    The Government institutions responsible for the economic development of the country determine the impacts derived from the execution of social projects by integrating the quantitative and qualitative research methods.
