A place being warm or cool depends on the climate of the region which in a way depends on the altitude and latitude of a place. Altitude is the height of any place above the sea level while the latitude resembles the position of a place with respect to the equator. Thus even though a place is at equator it may be cold because of its height above the sea level like wise though a place is at enough height above the sea level it may be warm due to its nearness to the equator.
