    This is based on relative dating method of layers of rock or fossils. The relative dating method is based on the fact that the older the layer of rock or fossils the deeper it will be situated. The more older the more deeper or conversely the more younger, the less will be the depth of the layer of rock or fossils. Here layer 8 is the deepest layer, so it would possess rock layer with embedded fossils which is the most oldest. Layer 1 is the most superficial layer of rock and would contain fossils which is the most youngest. The species of bear are found in layer 5. Hence the immediate layer covering it is the 4th layer of rock. So, any fossils embedded in layer 4 would belong to the nearest possible time of existence of the bear.
