    True

    Explanation:

At least until today, no one has been able to control the weather, so if you live in a city with good weather conditions or bad weather conditions it comes for free. Although houses in cities with good weather conditions are generally more expensive that is caused by the fact that more people tend to live in those types of cities, e. g. there are no big cities in the North Pole, the Antarctica, or the middle of the Sahara desert, etc.
