    C) Higher taxes on gas would benefit society as a whole.

    Explanation:

As an economist the person believes that the society as a whole will be benefited as because it will tax the rich people for all the misuse and the poor will be benefited as the economy can then provide the poor category a subsidy on such income.

Thus, this provides that the society will be benefited as a whole, poor will get advantage of subsidy and the rich can bear the taxes thus, he will use the gas more efficiently and will be able to pay taxes.

This will not benefit everyone as because the middle class people never favor these decisions as it just adds to their cost of living.

Thus, only option c is correct.
