    In order for fraud to exist, the person committing it must make make some type of false statement or forge some type of document. The fraudster must also forge this documents on purpose. I don't know if there is a way to forge something without knowing. Someone else, a third party (the victim or someone else) must need the forged documents for some specific purpose, and since they are false, someone is going to be financially hurt.
