    The result of this is that the federal government will be operating under a deficit and most likely will owe interest on money borrowed to cover the deficit which adds to its expenses. On the other hand, balancing the books can mean extra hardship for ordinary citizens because usually cuts are in social services some of which may be essential, like medical and education.
