    The Merchant who have the provision to pay by card mode, has to install the hardware and software pertaining to card payment. So the merchant has to pay specific amount for transactions done through card and for the hardware and software installed.

    The merchant is allowed to charge the customer to certain extent for each swipe or each transaction.
