The task that should be completed by Franklin first is : He should water the horses first

    Explanation:

Given that there are two task that is to be completed by Franklin. The first one is cleaning the stables and next is the watering to horses. The two tasks needs to be given equal importance. This implies that it is essential that both the task needs to be completed.

The first work he chooses cannot be done until he finds the pitchfork. without this he cannot complete the task of cleaning stables. It also needs 30 minutes of time for completing that task. It would be recommended that firstly, Franklin can choose the task of watering horses instead of spending time in searching for the pitchfork and spending another half hour for that task once he finds that pitchfork.
