This statement does imply that there is a correlation between increasing power from nuclear power plants and drowning deaths in swimming pools. However, the logic is faulty. The reason a correlation exists is through random coincidence. It is completely feasible that the number of drowning deaths increased due to the number of pool ownership increasing. So the study may show a correlation, but is false due to inconsistent logic and missing data.
