Explain why is it difficult to measure and establish the causal effect of outsourcing on worker wages?

Outsourcing is carried out by multiple agencies which have different benchmarks on what the wages of workers should be. And also because there is little or no unionization in outsourced jobs its difficult to establish a common wage bill.
