    The Clean Air Act was signed into law by former president of the United States, George H. W. Bush to try and control environmental pollution. The act was meant to improve on the existing environmental protection programs and also form new initiatives to regulate the pollution of environment by different entities. The Clean Air act amendments came about due to the limitations of the previous Clean Air act. The previous act only focused on businesses that produced high levels of pollution and targeted areas that were deemed critical. However the amendments to the act covered even small businesses and areas that did not have severe air quality problems.

    There were three major provisions of the act, namely; non-attainment provisions, hazardous air pollutants provisions and operating permit programs. All these provisions affected small businesses was emission levels were not so high. Some examples of the businesses are; bakeries, dry cleaners and paint shops.
