Why is the juvenile justice system more focused on rehabilitation than the adult criminal justice system?

    The courts believe that a juvenile delinquent has a higher chance of being rehabilitated than an adult criminal

    Juveniles have a higher rate of turn around than adults so if they go through a sort of rehabilitation, they will be less likely to commit the crime again than an adult.
