    True. The "tone at the top" that is set by management is more important in providing a strong ethical message to employees than having a formal organizational ethics policy in place. Having a strong management team in place makes the work life of all employees much better. Managers lead the team and when they have a bad attitude or do not care about the organization, its almost inevitable that their employees will follow suit. It's common that a happy environment for many leads to a happy environment for all involved in the workplace.
