Which agency has the primary responsibility for diplomacy?

I would say that at least in a government ministry, it would be the ministry of foreign affairs that the most need for diplomacy would exist as the officials of the country would need to deal with people from perhaps a different social system ie a socialistic one compared to a capitalistic one say and also with a different culture and different protocols.
