    A. The partnership should create a formal resource sharing plan, which establishes who has access to the database, and what is included in it.

    Explanation:

The database should be created in such a way that the entire resources available under the partnership are classified and grouped under two heads-

    (1) Public Sector Resources

    (2) Private Sector Resources

Head no. (1) should be accessed only by the public sector and head no. (2) should have the access of only the private sector. Hence, the resources available under head (1) would be only for the public sector and head (2) resources would be only for the private sector.

In this way, all the confusion regarding who can use which resources can be easily avoided.
