They get paid for it and if there is no lawbreaking in their region, their employment would be of no use. Their revenue depends on lawbreaking activities so they expect some amount of illegal activities to keep their business up and running. For e, g. speeding tickers bring a good amount of money for them. If everyone drives within the speed limit, law enforcement agencies will lose a certain amount of revenue.
